→ Messing with the nerves to halt and start electrical impulses to the brain causing paralysis by causing a delay in nerve impulses-- Though this paralysis is only temporary because in his young age he can't concentrate on more than one thing. So as soon as he stops concentrating on keeping the paralysis working it wears off. He is attempting to train some way to make this paralysis permanent but is far from completing this task. He has to be touching the person in order to begin this effect and must not break concentration on keeping him down until whatever needs to get done is done. He may speak about other things but he must not look away and must keep his mind of that task. The tattoo on his back is what allows him this ability and is what allows him to channel his dragon pulse and such. It can disrupt or start electrical impulses in the brain. Honestly at the point of when he touches you, the only way to get the affects to stop is for somebody else to break his concentration. Or of course him breaking his own concentration. Which happens from time to time. This is strictly body related Alkahestry which he spent a lot of his time and effort to practice and it is far from being a perfected skill. And what his paralyzed depends on where he touches but if it is your spine or something you lose all motor skills and such. If it is your arms you lose use of the arm and ect.

Depending on where he touches he delays nerve impulses and paralyzes where he touches unless it is the spinal area in which cease all motor control. From the back of the neck and paralyzes the body fully.

Mind scientifically explaining which toxins are used from the body to specifically target the nerve impulse speed in example? Should be a good time to brush up on your toxiology, and I'd like to keep our Alkahestry/Alchemy scientific, otherwise if you can increase it's plausibility, you're golden.
